No not that isn't true. They are renegotiated every 20 years.
AGL's PPA's are at a rate higher than the market price of power.
Since AGL doesn't own the wind farms they have written off the future loss under the contracts.
Eg. AGL has a contract to buy power at $70. Market rate is $60. They have written off that $10 loss into the future. The wind farm still seems their power profitability at $70.
