The only times Legend have called a trading halt is for new procurements such as tenements, mines, partnerships or Placements.
I have never seen a Halt for a resource upgrade unless it is truly MASSIVE.
My bet is that they just Gobbled ECM.
2nd choice bet is the 8 klm stuff is really Mega Massive.
