There's absolutely no way the body of the legislation will not pass - both sides are committed to establishing the NOSC and it will most definitely happen. The only real question is as to what level of amendments will be put in place.
The majority report from the Senate hearing was a complete whitewash from Labor, so not much to take from that. Henderson's dissenting report was more encouraging, but she was very cagey on specifics.
I am entirely confident that you won't see EDU at 25c for a very, very long time, if ever.
