    Can you tell me how the ATO is going to "fine the avoiders" when they are, for example, some sweat shop in the back streets of Beijing?

    I have seen the report presented to parliament before they voted on the online gst and they were well aware of the potential fraud that would occur by foreign companies but they took the attitude that something is better than nothing. B to B online sales are exempt for gst low value sales and the reason is, is that the the ATO / Government recognised that they could be a nett loser if they didn't. ie Australian business could claim the gst paid as an input credit but the foreign company never remits the gst collected as against the consumer side who can not claim a gst credit so if foreign gst fraud is 70% then ATO is still 30% better off than before.

    ATO = WINNER
    AUSTRALIAN BUSINESS = LOSER
    AUSTRALIAN CONSUMER = HUGE LOSER
