    I seriously doubt this has any validity....

    It's more to do with households rather than individuals and the amount of tax a household pays and benefits they receive.

    For many households that will vary as the particular "household" passes through time.

    A household in child bearing years might get more assistance associated with raising and educating the kids but when the kids grow up the parent household might move into net payers until they get old and start using more of the health care services.
