There is a difference between CSM and shale. Did the Victorian government rule out >3000m fraccing or simply shallow CSM fraccing?
The Victorian shale story is so far off the radar I don't think it is capitalised into BPT share price at all, so no reason for it to have a downward influence on BPT's price.
