Someone on ResearchGate named "Peter van der Made" had this to say on the 7th of July 2019:
"The Brainchip Akida SNN chip and eva board will be available in 1st Quarter 2020. Its a spiking NN device with up to 1.2M neurons and up to 10B synapses at very low power. The design includes optional convolution and pooling (user reconfigurable) as well as fully connected layers. The ADE and chip simulator are available now on request: brainchip.com"
