Hardly a fair comparison given that Howard et. al., had to navigate Australia through our largest resources boom (conditions not of his making), while Rudd and Gillard had to navigate Australia through the global economic crisis (conditions also not of their making). In short, the two parties were operating under vastly different economic conditions.
