Please reread the annual report and you will find his annual salary is $75,000, not the $45,000 stated by you.
The $45,000 reported in the current annual report represents a proportion of the annual amount representing the time he was a director in the current financial year since his appointment on 21 October 2021.
As to the hourly rate of $22.50 perhaps it should be recalculated on his attendance at 4 meetings for the year at say 8 hours a meeting to be generous comes out at $45,000 / 32 = $1,406, a tad better than your gardener.
