Funny, I had an email from an "in the know" reporter who specialises in the region and even he thinks PRB was doing a head fake on it's expansion plans when they were scaling back their foreign and domestic plans a while back.

Looks like it's full steam ahead on them swooping on the world's hydrocarbon opportunities that present themselves.

I would say that Presidential veto (and it's now defeated challenge from the opposition) on their pullback is the catalyst for them to go whole hog now.
