iba rights advice, page-7

Tried to download the rights issue from IBA's web site without success. Does anyone know what is the basis of the issue? (ie 1 for 2?) Got to find some $$$ to take up the rights. I have read some commentaries which have thought sp. could go as low as $1.00 following issue. What are your thoughts? Should that occur better to wait and buy truck loads at $1.00.
