If you are going to interpret the wording I think you should quote the wording correctly.

TV2U has reached and agreed commercial terms with Toomai, for the engineering and launch of this service which includes; Upfront CAPEX payment in excess of $1,000,000 for the head‐end expansion at TV2U’s head end at NTT Japan’s data centre in KL Malaysia
It is quite specific "Upfront CAPEX payment". I would guess that it would be TV2 running the show, would hire contractors if necessary and would not be doing it free of charge. But, like you, I'm only guessing.
