It is quite specific "Upfront CAPEX payment". I would guess that it would be TV2 running the show, would hire contractors if necessary and would not be doing it free of charge. But, like you, I'm only guessing.

"Upfront" may also imply that other payments will be forthcoming from Toomai (and potentially others) depending on milestones. Just a guess, because TV2 still hasn't talked about the funding structure for the hub. But if it is only $1 million in total then TV2 needs to explain who is funding the rest of the hub and where are the funds coming from.
