Holidays, flash cars, jewellery: ICAC hears of Eman Sharobeem's $685,000 spending spree
Former Australian of the year finalist Eman Sharobeem has been accused of rorting the public purse of about $685,000 with allegations of fraudulent spending on a Mercedes Benz for her husband, holidays, gym memberships, jewellery and beauty products for herself.
In his opening address to the Independent Commission Against Corruption, counsel assisting the commission Ramesh Rajalingam detailed the extent of the alleged decade-long fraud conducted by Ms Sharobeem, who headed two publicly funded western Sydney health organisations, the Immigrant Women's Health Service and the Non English Speaking Housing Scheme.
The NSW Independent Commission Against Corruption begins a public inquiry into the former Australian of the Year finalist Eman Sharobeem amid allegations of fraud.
Ms Sharobeem is accused of falsely claiming expenses - sometimes worth hundreds of thousands of dollars each year while she was running a service that was designed to help the underprivileged.
The ICAC inquiry comes after a Fairfax Media investigation revealed the NSW Crime Commission had secured an asset freeze against Ms Sharobeem earlier this year.

Among fraudulent spending that was charged to the IWHS, Ms Sharobeem spent $18,000 on a Mercedes for her husband Haiman Hammo, $27,000 on jewellery, $11,000 on cosmetics and nearly $2000 on dental work. She also bought a Honda for her son Richard who was employed at NESH without the board's knowledge.
ICAC is investigating allegations against Ms Sharobeem that she fraudulently claimed public money by claiming false reimbursements, approved false invoices and used public money for her own gain, including to renovate a house she owned.
She is accused of inflating her organisations' client numbers in order to gain publicity and extra government funding.
She is also accused of dishonestly claiming to be a practising psychologist and holding two PhDs as well as a masters degree and that she used those qualifications to treat IWHS clients as well as gain appointments to government advisory boards.
Between 2009 and 2011, 42 reimbursements were made by IWHS to Ms Sharobeem's personal account totalling $166,345. In some cases receipts "had been cut" to remove details of what had been purchased, in others claims had been made for purchases for her sons and husband, for groceries and womens clothing and jewellery.

From 2012-14 the claims were $168,917 and in 2014-15 were nearly $108,000.
Between 2010 and 2015, the ICAC discovered regular reimbursements for personal expenditure including to Harvey Norman ($17,089), Eternity Jewellers ($26,945), Bing Lee ($7785), Andrews Designer Jeweller ($14,580), Ikea ($3703), David Jones ($3440) and Bonnyrigg Garden Centre ($5428).
Ms Sharobeem, who attended the hearing with her sons Richard and Charlie and her husband Haiman Hammo, was also accused of completing fake timesheets under false names including Emmy Adley and Emmy Adel for nearly $100,000. She also allegedly authorised payments to be made to her son Charlie in the name of Charli G and Charl Gamal totalling $7750 and payments to her other son worth $34,000.
Ms Sharobeem is also accused of spending public money to renovate the property she owned which housed the IWHS and falsely stating in a submission for public funds that the IWHS owned the property. She had bought it for $660,000 and, with the help of public funds, she renovated it before selling it for $1.3 million, earning another significant gain.
The NSW Supreme Court has frozen Ms Sharobeem's assets including four Sydney properties after the ICAC referred the matter to the NSW Crime Commission.
