Re "Approved award goes back to panel for signatures." Even FAR said that this is their understanding only. I assume that FAR would know the ICC procedure through and through. I haven't read the ICC procedure, have you?
3 weeks for signatures? What world are they living in? Assuming they don't trust emails etc, there are Couriers, Expresse Posts, Legal exchange boxes, staff that know how to drive just to name a few. They could also be in the same building, a lot of the legals are.
