Good question. I think the manipulation is blatantly obvious, but I've been told before that I'm crazy and there's no such thing. I don't think there is any other explanation for what you've observed.
I always thought manipulation was to accrue at low levels over time, but this has happened for a long time now with ICI. Hard to believe they would be so patient accumulating for so long. Perhaps they are very patient and don't mind waiting.
