1st - i need solid reasons why RIO will win - not to do with RIO...

1st - i need solid reasons why RIO will win - not to do with RIO owning the Gov. with the huge $$$ they have or intent to re-new ( everyone has intent to do things but if you don't do it bad luck) or corupt polliess....
2nd - Why would Gov. leave the decision to CAZ & RIO to make a deal - RIO appealed to Gov. to over turn CAZ's Lease they own ( paid & paper work all done by Mining Act Law ) pending approval from Gov. CAZ have made deal with BHP why go to RIO as it is not worth mining ( costs to build own rail etc) & RIO had stated it not viable even with higher iron ore prices - Gov has to make decision & cannot leave it up to RIO & CAZ as a due process of why companies appeal to Gov to make the decision as the last avenue.That is why RIO appealed to Gov. as a last attempt knowing CAZ has the ACT behind it.
