There was an intriguing twitter comment about Finland (shipping to Helsinki) for processing GGG (and EPM etc, but already its been mentioned for Iceland (cheap electricity) ore.
Basically dismissed as it the shipping costs are through the bloody roof. But I had a look anyway for fun.

Suddenly to specify 3x 150T dump trucks x 1 excavator, +Bulk Carrier would be a bridge too far.
But looking into it, Finland as the only Uranium Refinery in EU, and also has an approved Nuclear geological disposal facility.
