identifying junior explorers ready to progress

I maintain a worksheet to analyze and rate the progress of several junior explorers in the mining industry
and each quarter I peruse thir reports. The sole purpose of this worksheet is to identify in the early stages those companies that may take the step through to eventual production.
I analyze the reports and endeavout to rate their progress in each of the company projects, noting such things as the percentage of the project they own, and what stage they are at.
It is in this area that I feel my rating system may be inadequate, particularly in the areas of oil & gas diamonds and other precious stones.
Some of you may have been down this track, and may feel that it is not possible to have a general system for rating the progress of most of the popular minerals ; i.e iron ore-nickel-cobalt-gold-platinum-base metals and so on.

Broadly speaking the rating assessment covers;
1. obtaining tenements, and identiying type of minerals sought. 2. ground sampling, airial surveys. 3 prelim drill. 4 further drilling. 5 prelim results prelim resource estimates. 6 metallurgical tests. 7 resource drill and preparation of jorc estimates. 8 pfs. 9 bfs.
10 obtain funding. 11 site development and build plant. 12 production.
