Israelis built their hospitals underground - there is an above ground area but much is underground- for a reason - because they have never felt safe
but despite the Israeli attacks Hamas - their government- did nothing to protect their people as they could. A decent government would do that - fight as they might and protect their civilians with whatever resources they had.
