Not sure who he consulted today with Hotels: but I can tell you that the Government will need to subsidise a percentage of Hotel revenue (~70%) for a Hotel to remain open.
If not, the Hotels will close.
Hotels have a responsibility to their shareholders and employees. Hotels aren't going to run their businesses into ground. They will shut and reopen.
