I might be wrong, but in the past AELB was in constant contact with Lynas when they submitted their plans for the original TOL. The plans were corrected several times before they were accepted. All these events did not get publication and were mentioned only after the TOL was approved.

The same must have happened with the current TOL plans. If they had any problems with the submissions they would have talked it over with Lynas directly. If they call for briefing it means the process is finished and the TOL is approved.

Also, do not forget that it is the explicit interest of the Gov. to get LAMP going ASAP in order to show that it is safe before the elections! Any delay will hurt the Malay Gov. more than the opposition and that's what really is most important to them.
