they could be lining up their ducks
tech transfer is no small feat and requires quite a bit of work to prove comparability between previous manufacturing site and new site.
also, the legals involved won't be minor compared to manufacturing cannabis locally. This is playing with the big boys! Especially if what is potentially on order, there will need to be agreements about country licensure, export (or none) royalties, raw material sourcing etc.
You can't just ramp up activity tomorrow!
