Often it takes many years for a new drug product to got through the various clinical trial, though that can be shortened considerably if you have the money to conduct the trials and enough people willing to take on an experimental product. That last point is the most important.

It's notoriously difficult to find large numbers of patients willing to participate in a trial. Moderna, Pfizer and the others were only able to complete their trials quickly due to a raging pandemic going on. It really is a numbers game.

If you take a look at the vaccine candidate invented by South Australian scientists, it was trialed in Iran. The reason for testing in Iran was simply because that was the place in the world that had massive COVID numbers and few alternatives at the time.

Assuming MIPS vaccine passes the early trials, which are mostly focused on safety, the researchers would likely need to head offshore to a country in similar circumstances to what Iran was facing last year.

These trials are looking at a number of areas but a key area is statistics. Hence, more willing participants in the shortest time will get your result sfaster.
