to establish this will take years. in the meantime idt/ csl are their only options. the government can 'look' all they like, but it doesn't get vaccines manufactured in the next 12 months, which is what they need. it's part of how they do business so those players above negotiate cheaper tenders. all fun and games. 100% positive. I'd expect a trading halt before the announcement, and expect it before June 30. wait and see. accumulating as much as I can still.
