IDT offers rival bid to make 100 millions MRNA vaccines, page-181

There was an article in "The Australian" couple weeks ago by a SA journalist talking about an ABV thing.
A week later Catherine King MP asked the Minster for Industry, Christian Porter about it in QT.
It is my opinion, (opinion only) that the state location is part of the political equation, albiet minor.
Based on past patterns of decision making in this Govt, and 11 years personal experience as a national manager of a federal health agency (no longer, out of that game for over a year) political location decisions are based largely on either whether its a marginal seat, or a seat held by a member of government.
(health is rabidly political, it is no wonder it shows strain under stress)
