There are 810k international students enrolled as at May 2024… The cap for 270k for 2025 relates to new enrolments.
Also, it was noted that the government are focusing a lot of the efforts to crack down on ‘ghost universities and colleges’ which are used as a backdoor entry pathway for people to move to Australia to work. IDP Ed would not receive any income or provide services for these ‘enrolments’. So if anything, the impact on IEL will be less then the decrease implicated by the student enrolments cap.
