    I don't think that's quite true.
    When the Roman Empire collapsed Europe went through a long period known as the Dark Ages, when lawlessness prevailed and life became quite grim because organisational skill was lost or greatly diminished. Also the great migrations from Central Asia and North Eastern Europe made for further chaos.
