Since time machines don't exist, Vivien's "anytime" can only refer to the present or future.
We can speculate on her true meaning until the cows come home. What I am doing is reading between the lines on the theory that as a Lynas employee, perhaps she knows a little more than the rest of us. Her particular choice of words "can be issued anytime" suggests to me that there are no hurdles that she is aware of and the TOL is imminent.
But I'm happy to agree to disagree.
