if its not a crime, can anyone do it?

I am perplexed.

The Prime Ministers security was threatened,she was physically jostled, an event was disrupted, she feared for her safety and her guards feared for her safety. Yet no crime was commited.

Presumably any group may now threaten the Prime Minister in the same way without police action.

This doesn't seem right and smells of political interference with the AFP.

The more the ALP try to put this fire out with kerosene soaked sacks the worse it gets.
