IMO, as simple as it is. All countries need to spend on infrastructure and will need steel. How do you build stuff without it. Large companies have teams of people deciphering this data, would you spend money on opening new resources if there was no payday. Or the bigwigs on mega dollars have just got it wrong. Have been to China on numerous occasions, even if you do not like it you have to admire it.
