Costa Rica has no armed forces, guess they spend some of that money on more internal Law and Order,
Australia could use more Police (and less Airforce fighers and Submarines) so more towns would be safe at night
Townsville for example has trouble with youths "running riot" in some suburbs at night, not enough Police.
Of course they have a large number of troops in Townsville, who cannot keep the peace in Australia,
but go overseas as "peacekeepers".
