if selling texas soon why capital raising?

In the announcement we are looking to sell Texas soon and possibly do a buy back yet we do a capital raising now.

I bet the buy back from Texas sale will be at a higher price that we are currently at so this is dilution on dilution.

Further, RMP gets in on the offshore - you would have to be kidding unless it is simply used as a means to dish off 20% to RMP at a RMP price of ~75 cents for say $20 million cash or something equivalent.
