That's the essential bind of this referendum. Why are we having a referendum to establish an advisory committee? The 1967 referendum was substantive in that it established the authority of the Commonwealth to make special legislation for the benefit of Aboriginal people (A concept curiously regarded as apartheid by many on this site). This referendum appears to be an amending footnote to that referendum whereby such legislation for the benefit of Aboriginal people should be enacted on the advice of Aboriginal people through the Voice. The ordinary procedure for such amendment would be legislation.
