The federal government is restricted to legislating on specified "Heads of Power" all other unspecified matters are retained as matters for the state to legislate on.
The aboriginal "Head of Power" enables the federal parliament to legislate on all things, for aboriginals, eg their health, etc. But not for non aboriginals.
