In spite of the blurb, Circulation Research has an average publication time of 14 days from submission to publication ! Look at their details. Not only that, authors can choose their own reviewers and also exclude reviewers that they do not want.
I have published various things, in refereed journals, in my 'previous life '. It usually takes a year, at least, from submission to publication: and then only if the reviewers get their fingers out.
So, please do not be conned by these "pay journals' titles and blurbs. They have survived because they are good at advertising themselves, and meet a need for academics to get their publication list up to scratch.
