There has been talk about this among the lunatics now in control of the House, but this may be just whistling in the wind.
I assume a constitutional referendum would be required for this but I don't know enough about their procedures to assess the possibility.
What I'm fairly sure of though is that it would be a disaster for the US and probably globally.
First it would certainly lead to secession of a number of states and the breakup of the US as we have known it. It would cease to be a global power as it is now.
The consequences I see out of that is a possible Russian hegemony again over much of Europe and an expansion of Chinese power almost anywhere else it chooses.
