Don't be stupid, of course we have to help starving people, but not if they refuse to take action to help themselves. It simply perpetuates the same problem for ever an ever.
If you continually tell a person that it is not his/her fault that they are poor (however you define poverty), they will eventually begin to believe it to be true (itwas used very effectively by the Nazis in WW11) and take no action to improve themselves and just rely on welfare for the rest of their lives. It is very much loved by social workers as it keeps them in a job!
