RIO did say that they were aiming for production in 2023.
WINU is a CU resource and that what RIO are interested in. Commodity with a very bright future due to EV and non-carbon based electricity production.
RIO is one of the worlds largest miners. I would assume that if they say they are doing something then it will happen. They have the money and expertise.
Moreover, they are having issues with proposed developments in other sovereign jurisdictions.
