collecting too much tax, when there is no government debt, simply means that taxes are too high. reelection means that a surplus should be returned to the populace - and both labor and liberal have their eye on the honeypot.
gillard had her eye on the honeypot, with her "medicare gold" thingy, as part of the latham bid to become the head honchos.
for what it is worth, but the government interferes too much in the provision of services - services which are provided for free, or little cost, if the government kept their noses out of the relevant area.
one thing for sure, is that the ndis will result in a blow out of costs - because when government money is involved, then everybody will have their hand out for compensation
