I know relatively little of TGA processes and could be wrong, however my understanding is that only contentious products are referred to ACMD Meetings. For example - where a product has a clear benefit but also attracts significant risk. So if it had been referred it would be a red flag.
Also FWIW I believe whilst TGA approval is not guaranteed the odds are far better than a coin toss.
