'Not lazy' - guess it comes down to what you have experienced. I used to work directly with the Fed and State govt for contracts in building - they were some of the most incompetent, lazy and useless people ive had the misfortune to come across. The only reason they were there is because the private sector would never have employed them.
There might be some diligent public servants in Govt but I cant say I've met any yet.
