I asked Chris Ritchie and his response is:

"I am responsible for the 3b's (as agent for the directors). Shareholders are responsible for lodging the substantial shareholder notices to ASIC and either a copy to the company to lodge on ASX or if completed by their legal advisors they can normally lodge on the Asx platform direct."

So I would imagine seeing that there has been no announcement to the ASX that Alimold/Tom Booth will have to pay the fine.
