    Pre-examination meeting - Early October
    Public Inquiry - Add 2-3 months
    Reporter writes report/makes decision - Add 2 months
    If recalled to Scottish Ministers - Add another 6 months

    Decision was never imminent.

    We're awash in red & green tape.

    Looks like no decision until well into 2014.
