Where do you see unlimited supplies of cheap labour? Just ask the mine owners in WA or Qld how easily they've been able to "exploit" the socalled unlimited cheap labour. Labour, particularly the skilled variety is in short supply in many areas.
Monoplies are not permitted to exist in business, and governments are expectewd to eliminate such monopolies--indeed, the people demand it. So, why should there be an ACTU-led monopoly in the supply of labour and the determination of what's a fair wage. I wonde rif its too late for me to retrain and join the teachers or nurses in their monopolised politically-connected professions...boy, are they about to climb the gravy train
