In most cases they probably couldn't do that without sending the company broke anyway, so the end result would be the same. A scheme with teeth to require progressive rehab of areas equivalent to new clearing, or something like a superannuation account to at least cover the cost of fixing unrehabilitated areas, might make the companies more responsible. If they just go broke and walk away, a contractor could be brought in.
I'm amazed that none of the environmental groups or Greens aren't raising a stink about this.
