The governments in Australia wouldn't do that to mining companies. But if you owed a speeding ticket you are persued and monies confiscated from bank account.
A mining company should place with the government the same amount of money for rehabilitation that it costs to establish the mine. If a mine costs 2 billion to establish the same should be held for rehab. The costs would be the same to rehab as to establish, if not more.
The major problem is the incompetent and weak governments that fail to enforce legislation.
Progressive rehab is the best way, clean up as you go..
