You clearly don't understand. The "tailings" in this case come from the processing of "1 or 2%" (Eneabba HM Grade actually averages ~5%), not from the other 98%. They effectively consist of low grade zircon and ilmenite rejected during the MSP separation of HMC into zircon, rutile, ilmenite etc, and put aside for processing at another time.
For this reason, Iluka refers to the stockpile as "MSP By-Products", not "tailings".
