Why do you think it is so difficult for companies that have mined on someone else's privately held land not to do the rehabilitation?
it's all about the money.. money they don't have to fulfill their legal obligations and responsibilities and of course their financial liabilities. Financial liabilities that would cripple them and bring about their demise.
