I think your missing the bigger picture. If service staff vital to a functional capital city cannot afford to own a home within a reasonable commute to work... where are you going to get all those people necessary to service that city ?
It has nothing to do with choices and everything to do with macro planning. Are we saying if you want to be an ambo in a capital city you will have to be a renter your whole life but that is your choice.
